Monaco-Ville, Le Rocher, is the principality's historic medieval Rock and seat of government: a pedestrian clifftop of narrow lanes crowned by the Prince's Palace, Saint Nicholas Cathedral and the Oceanographic Museum, with the Saint-Martin Gardens and ramparts overlooking the sea. For investors, Monaco-Ville is a heritage and rarity play: very few transactions on atmospheric old-town stock at the principality's lowest per-m² prices (~€35,000–40,000/m²), with gross yields of ~2.5–3%. Monaco's residential market is open to foreigners; residency is wealth-based, and residents pay no personal income tax (except French nationals).
